Terms of Service

These Terms of Service govern your access to and use of Contracts.si, a commercial contract-intelligence, research, and workflow service operated by Contracts.si, DBA Network Package, operating in North Carolina. By creating an account, accessing the website, using a free or paid plan, starting a trial or pilot, clicking a plan button, using an AI-assisted feature, saving a record, exporting a file, or otherwise using the service, you agree to these Terms.

If you use Contracts.si on behalf of a company, agency, partnership, association, or other organization, you represent that you have authority to accept these Terms on behalf of that organization. In that case, "you" and "your" refer to both you and that organization.

Independent Commercial Service

Contracts.si is an independent commercial research service. It is not a government website and is not affiliated with, endorsed by, sponsored by, or operated by SAM.gov, USAspending.gov, any selected official open-data portal, Socrata, the SEC, any federal, state, local, tribal, or foreign government agency, or any public procurement authority. Government names, marks, source names, and agency references are used only to identify public records and source context.

Service Overview

Contracts.si provides tools for searching, organizing, enriching, summarizing, saving, tracking, and exporting public contract, procurement, award, opportunity, vendor, recipient, and related market-intelligence information. Features may include dashboards, structured filters, semantic search, AI-assisted briefs, Ask Contracts.si chat, saved searches, saved records, pursuit status tracking, recipient profiles, source-linked context, public-source enrichment, external context links, PDF exports, admin tools, billing tools, account messaging, and other related workflow features.

The service is designed for lawful business research, capture planning, sales research, subcontracting research, consulting, competitive intelligence, market intelligence, and related commercial workflows. Contracts.si is not a procurement portal, bid-submission system, official source of government records, legal advisor, financial advisor, compliance advisor, or substitute for professional judgment.

Beta Status and Product Changes

Contracts.si may be offered as a beta, early-access, pilot, or evolving commercial service. Features, data coverage, plans, limits, pricing, source coverage, user interface, AI behavior, exports, search behavior, and workflows may change over time. We may add, modify, suspend, limit, or discontinue features at any time, including to improve security, reliability, performance, compliance, cost control, source compatibility, or product quality.

Accounts and Eligibility

You must provide accurate registration, company, contact, and billing information and keep it current. You are responsible for maintaining the confidentiality of your login credentials and for all activity that occurs under your account. You must promptly notify us if you suspect unauthorized account access, credential compromise, or misuse of the service.

We may require email verification before access to searches, AI features, exports, saved workflows, or other features. We may refuse registration, suspend accounts, limit access, or terminate accounts that appear fraudulent, abusive, high-risk, duplicative, automated, associated with disposable email domains, in violation of these Terms, or otherwise harmful to the service or other users.

The service is intended for business users and is not directed to children under 13. You may not use the service if you are prohibited from doing so by applicable law or if your use would violate sanctions, export-control rules, procurement restrictions, confidentiality obligations, or other legal obligations that apply to you.

Plans, Trials, Pilots, and Usage Limits

Contracts.si may offer free, starter, pro, agency, promotional, pilot, complimentary, custom, or other plans. Plan names, included features, search counts, AI brief counts, export counts, semantic-search access, import permissions, team access, shared workflows, support level, and other limits are described in the product or plan pages and may change over time.

Free trials, complimentary pilots, promotional seats, member pilots, or evaluation accounts may be limited by time, number of seats, usage counts, features, source coverage, or other restrictions. Unless we expressly agree otherwise in writing, pilot or trial access does not guarantee continued free access, discounted access, data retention after the pilot, or availability of the same feature set in a paid plan.

You may not evade plan limits by creating multiple accounts, sharing credentials, automating usage, using aliases to bypass account restrictions, or otherwise working around search, brief, export, semantic, import, enrichment, or seat limits.

Subscriptions, Billing, and Payment Processing

Paid subscriptions are billed in advance on a recurring basis unless canceled or otherwise stated at checkout. Billing may be processed by Stripe or another third-party payment provider. Contracts.si does not store full payment card details. You authorize us and our payment processor to charge the payment method associated with your subscription for applicable fees, taxes, renewals, upgrades, and other charges.

Subscription access may depend on successful payment, active subscription status, accurate billing information, and compliance with these Terms. If payment fails, a subscription is canceled, a charge is disputed, or the account becomes past due, we may downgrade, suspend, limit, or terminate paid features.

Refunds and cancellations are governed by our Refund and Cancellation Policy. Unless otherwise required by law or expressly agreed in writing, payments are non-refundable and we do not provide prorated refunds for unused time, unused searches, unused AI briefs, unused exports, downgrades, or partial billing periods.

Public Data, Source Coverage, and Record Accuracy

Contracts.si stores, processes, organizes, and displays information derived from public sources and related context. Sources may include SAM.gov Contract Opportunities, USAspending.gov, selected federal, state, county, city, authority, transit, procurement, open-data, CKAN, Socrata, ArcGIS, SEC, agency, press, and other public or publicly accessible sources. Source availability, field names, schemas, records, links, identifiers, dates, award amounts, classifications, and access rules may change without notice.

Public records may be incomplete, delayed, duplicated, stale, corrected, removed, replaced, misclassified, inconsistently formatted, or unavailable. Contracts.si may deduplicate, normalize, filter, summarize, classify, enrich, rank, embed, archive, or remove records according to product rules, source behavior, retention windows, quality checks, or operational needs. The absence of a record from Contracts.si does not mean that no public opportunity, award, agency action, or procurement event exists.

You are responsible for checking official source links and applicable procurement systems before making bid, no-bid, pricing, teaming, subcontracting, outreach, investment, compliance, legal, or business decisions. Contracts.si does not guarantee that any record is current, complete, accurate, authoritative, legally sufficient, or suitable for your specific purpose.

AI-Assisted Features

Contracts.si may provide AI-assisted briefs, vendor-need inferences, outreach angles, confidence estimates, semantic search, Ask Contracts.si chat, similar-record matching, summaries, classifications, suggested next actions, and other automated research aids. These outputs are generated using automated systems, source records, stored metadata, embeddings, prompts, and third-party AI providers such as OpenAI.

AI output may be incorrect, incomplete, speculative, outdated, biased, inconsistent, or based on limited context. AI output is provided for research assistance only. You must independently verify official records, source documents, agency instructions, solicitation terms, award details, compliance requirements, and business assumptions before relying on any output.

You may not use AI output as a substitute for legal, procurement, compliance, bid, accounting, tax, financial, technical, engineering, cybersecurity, medical, or other professional advice. You are responsible for reviewing, editing, validating, and approving any content you use externally, including outreach messages, bid decisions, internal reports, market assessments, or customer communications.

User Content, Saved Workflows, and Notes

You may submit or store information such as account details, company information, saved records, saved searches, pursuit statuses, contact messages, notes, chat prompts, search queries, preferences, support requests, and other workflow content. You retain any rights you have in your own content, but you grant Contracts.si a non-exclusive, worldwide, royalty-free license to host, store, process, transmit, display, analyze, and use that content as needed to operate, secure, support, improve, and provide the service.

You represent that you have the rights and permissions necessary to submit your content and that your content does not violate law, confidentiality obligations, intellectual property rights, privacy rights, procurement rules, employment obligations, or third-party rights. Do not submit classified information, controlled unclassified information unless you are authorized and the service is expressly approved for that use, export-controlled technical data, protected health information, payment card data, social security numbers, government credentials, passwords, or other highly sensitive information.

Permitted Use

You may use Contracts.si for lawful business research, capture, market-intelligence, subcontracting, sales, consulting, proposal-support, and public-sector growth workflows. Your use must comply with applicable laws, procurement rules, anti-corruption laws, sanctions, export controls, privacy rules, intellectual property laws, contract obligations, source terms, and these Terms.

Prohibited Use

You may not: attempt unauthorized access to the service, accounts, systems, APIs, databases, infrastructure, source code, logs, or admin tools; probe, scan, penetration test, or vulnerability test without written permission; bypass authentication, CSRF protection, rate limits, plan limits, billing controls, or security measures; scrape, crawl, harvest, bulk download, copy, or mirror the service except through expressly provided exports; resell, sublicense, redistribute, publish, or provide bulk datasets as a standalone product; use the service to build a substantially similar competing database or service; submit malicious code or harmful content; interfere with service availability; use bots or automated scripts without permission; send spam or unlawful outreach; misrepresent affiliation with Contracts.si or any government agency; use the service for unlawful discrimination, harassment, surveillance, deception, fraud, or procurement misconduct; or use the service in any way that harms Contracts.si, users, sources, third-party providers, or public systems.

Exports, Reports, and Downloaded Materials

Plans may include PDF exports, brief packets, saved-record exports, or other downloadable materials. Exports are generated from stored records and automated analysis at the time of export and may later become outdated. You may use exports internally for lawful business research and workflow purposes. You may share exports with your employees, contractors, advisors, clients, or partners only as reasonably necessary for lawful business purposes and subject to your responsibility for verification and confidentiality.

You may not remove Contracts.si disclaimers, source context, or attribution from exports in a misleading way, present automated output as official government guidance, or use exports to imply endorsement by Contracts.si, a data source, or a government agency.

Third-Party Services and Links

The service may depend on or link to third-party services, websites, APIs, data portals, payment processors, AI providers, email providers, hosting providers, analytics, open-data services, government systems, and public documents. Third-party services are governed by their own terms and policies. Contracts.si does not control third-party services and is not responsible for their content, availability, security, accuracy, policies, outages, rate limits, pricing, or changes.

Security and Responsible Disclosure

We use reasonable technical and organizational safeguards, such as HTTPS, secure cookies, CSRF protection, access controls, password hashing, rate limiting, firewall controls, restricted configuration values, and monitoring or abuse-prevention measures. No system can be guaranteed completely secure or continuously available.

If you discover a potential security vulnerability, please contact us through the support or security contact published on the site and avoid accessing, modifying, deleting, exfiltrating, or disclosing data that is not yours. You may not conduct security testing that disrupts the service, violates law, accesses user data, or harms third-party systems without written authorization.

Data Retention and Availability

Contracts.si may retain account, billing, usage, saved-workflow, support, and operational data as described in the Privacy Policy and as needed to provide the service, comply with legal obligations, resolve disputes, enforce agreements, detect abuse, and maintain records. Public-source records may be refreshed, enriched, archived, purged, or removed according to product retention rules, source changes, data-quality rules, storage limits, or operational needs. The service currently references a rolling public-record retention window for active signals and may remove records outside that window.

Intellectual Property

Contracts.si, including its software, design, branding, workflows, user interface, compiled database structure, analysis methods, prompts, generated layouts, documentation, logos, and other service materials, is owned by Contracts.si, Network Package, or its licensors and is protected by intellectual property and other laws. Except for rights expressly granted in these Terms, we reserve all rights in the service.

Public records remain subject to the rights, public-domain status, source terms, and legal status applicable to their original sources. Your use of public-source information outside Contracts.si is your responsibility.

Feedback

If you provide feedback, ideas, suggestions, feature requests, corrections, or recommendations, you grant us the right to use them without restriction or compensation. We are not obligated to implement feedback or treat it as confidential.

No Professional Advice

Contracts.si does not provide legal, procurement, compliance, financial, tax, accounting, investment, cybersecurity, engineering, contracting, capture, proposal, or other professional advice. The service is a research and workflow tool only. You are responsible for consulting qualified professionals and official sources before making decisions that could affect bids, contracts, compliance obligations, legal rights, finances, operations, outreach, or public-sector relationships.

Disclaimers

To the maximum extent permitted by law, the service is provided on an "as is" and "as available" basis without warranties of any kind, whether express, implied, statutory, or otherwise. We disclaim warranties of merchantability, fitness for a particular purpose, title, non-infringement, accuracy, completeness, availability, security, uninterrupted operation, error-free operation, and that the service will meet your requirements or produce any particular business result.

We do not guarantee that you will find opportunities, win contracts, identify all relevant records, avoid missed opportunities, qualify for any award, obtain any revenue, satisfy any compliance requirement, or achieve any business outcome through the service.

Limitation of Liability

To the maximum extent permitted by law, Contracts.si, Network Package, and their owners, officers, employees, contractors, agents, affiliates, licensors, and service providers will not be liable for indirect, incidental, special, consequential, exemplary, punitive, or lost-profit damages; lost revenue; lost business; lost opportunities; lost goodwill; lost data; procurement losses; bid/no-bid decisions; reliance on public data or AI output; third-party service failures; or business interruption arising from or related to the service or these Terms.

To the maximum extent permitted by law, our total liability for all claims arising from or related to the service or these Terms will not exceed the amount you paid to Contracts.si for the service during the three months before the event giving rise to the claim, or one hundred dollars ($100) if you used only a free, trial, pilot, or unpaid account.

Indemnification

You agree to defend, indemnify, and hold harmless Contracts.si, Network Package, and their owners, officers, employees, contractors, agents, affiliates, licensors, and service providers from and against claims, damages, losses, liabilities, costs, and expenses, including reasonable attorneys' fees, arising from or related to your use of the service, your content, your violation of these Terms, your violation of law, your outreach or business decisions, your misuse of public data or AI output, or your violation of third-party rights.

Suspension and Termination

We may suspend, limit, downgrade, or terminate your account or access to the service if you violate these Terms, fail to pay amounts due, create risk for the service, misuse data, exceed or evade limits, interfere with service operations, create legal or security risk, or use the service in a way we reasonably believe is abusive, unlawful, or harmful. You may stop using the service at any time and may request cancellation or deletion as described in the site policies and account tools.

Upon termination, your right to use the service ends. We may retain certain records as needed for legal, billing, security, audit, backup, abuse-prevention, and operational purposes, subject to the Privacy Policy.

Changes to the Service or Terms

We may update these Terms from time to time. Material changes will be reflected by updating the date on this page or by other reasonable notice. Continued use of the service after changes become effective means you accept the updated Terms. If you do not agree to updated Terms, you must stop using the service.

Governing Law

These Terms are governed by the laws of North Carolina, without regard to conflict-of-law principles, except where applicable law requires otherwise. You agree that disputes will be handled in the state or federal courts located in North Carolina unless another venue is required by law or agreed in writing.
